friday, november 30th i'm dave clark. >> good morning, i'm pam cook. thank you for waking up with us. traffic and weather certainly topping our news this morning. let's go to steve for the very latest. how does it look? >> there are some areas that looks okay. there are other areas where it's coming down like crazy. give yourself extra time. on the backside of this. it looks like there is a little bit of a break. we've had reports of decreasing rain to the north the cloud cover is not moving through. there could still be a big-time enhancement. there is really big-time rain especially vacaville to fairfield, antioch, brentwood, oakley. we'll take a closer look coming up. here is tara. yes, we have a lot of spinouts, some mud slides to report up in the sonoma county area. flash flood warning in effect up there until 5:-- 5:22. there are so many parts of the

roadway flooded out. too many to mention here. right now this is a live look outside. you can see that it is wet out there. it is extremely dark too. so definitely go below this speed limit. 680 at the sunol grade you can see traffic is moving along. coming up in a little bit we'll have an update on that sig alert that was issued earlier. let's head back to the desk. drivers traveling between marin county and the east bay are incantserring more problems than -- encountering more problems than just a wet road. rosemary orozco is at the richmond san rafael bridge. there was a power outage this morning. how does it look right now? >> yes, good morning, to you. it is improving out here. the rain is still falling but when we met with you last time around, it was hittingous horizontally. the gusts have let up just a little bit. if you look back at the bridge you can see the lights are back on. came up about 4:25 this

morning. which is great news. we want to show you video of what it was like when we were driving over the bridge. we had high gusts at times. we had the rain again really just pelting our windshield. and we had a very, very dark commute. i will say firsthand. it was a little scary getting across that bridge this morning. but again good news now that the lights are on. the wind advisory is still ongoing until 7:00 this morning. there is a high wind advisory for the bridges. now we did have a chance to talk with cal tran. they just want to remind you to really take it easy. look from the management center in oakland shows you they do monitor the freeways in realtime. they do ask that you be very careful on the roadways and pay attention to the interchangeable message signs. we did talk to a chp officer earlier this morning. he stopped by but had to take off in a quick manner because

he needed to respond to an accident and a spinout. that going on around the region this morning. the rain again has let up just a little bit. as steve mentioned it looks pretty good. we will continue to watch this as well as the flash flood watch for the north bay area. i was in talking with the chp officer he mentioned something kind of interesting. he said this wind can really, really wreak havoc on our morning drive. what it does do is help to blow some of that rain off of the roadways and helps to at least prevent a little bit of flooding and puddling along the roadways. so i thought that was really interesting. also you may already know this but the center lane is always your best bet when it is very wet out there. take it easy. we of course will continue to bring you live coverage here from the north bay. back to you. >> thank you. time now 5:03. the storm watch team coverage continues right now. we're also watching the south bay. watching the santa cruz mountains ktvu alex savidge is up there right now.

so what are you seeing and what does it feel like? >> reporter: i can tell you we've had pretty steady driving rain. at times it has been becoming in sideways here. we are at the summit in the santa cruz mountains. i want to give you a live look at highway 17. you can see traffic moving along at a pretty good clip. during our drive up the road, up the hill from san jose we could see a lot of standing water. it was starting to pool along highway 17. obviously that making for hazardous driving conditions this morning. luckily though from what i could tell a lot of drivers seem to be taking it pretty slow. obviously there is a lot of blind turns and sharp curves as you come up highway 17. folks seem to be aware of that and taking their time this morning which is a good thing. but of course as we move throughout the morning, they will be finding obviously more people on the roadway the potential for accidents here. we'll continue to monitor this situation here. no accident here. none reported in this area thus

far. we will continue to monitor the situation here in the santa cruz mountains. >> there are several power outages across the bay area because of the storm. here's a look at the bigger outages. according to pg&e in benicia there are nearly 3,000 people without power. in san bruno nearly 3300 people there in the dark. in san rafael there are about 1200 people without power. and in saratoga about 1900 people are effected. we're phone to continue to track the -- we're going to continue to track the storm throughout the morning. you can also get updates on storm tracker 2. time is 5:05. we have developing news in the south bay. a neighborhood is blocked off by the police. ktvu janine de la vega live right now. what is going on? >> reporter: we are here in that hilly area of month serre

reason know. they are investigating and gathering evidence inside a home that is just about a quarter mile up the road. that is where a home invasion took place. sunnyvale police was called in so that their canine could help in the search. one of the challenges that police are going to have here is that it's raining, it's very dark so that is going to maybe impede on their search. but again, we have called police spokesperson we're told that they will be calling us back soon to get more updated information. but just to give you an idea of this area. it's an area with a lot of large homes worth in the multimillion dollars. so a very nice area. and again we are hoping to have more information as soon as we get a call back from a police spokesperson. reporting live janine de la vega ktvu channel 2 news. later today the u.s.

supreme court may announce if it will review a the challenge to prop 8. coming up the options before the high court and how the city ever san francisco is preparing for the court's decision. time now 5:07. we'll be talking all morning about how dangerous it is driving. you had a scary drive. >> it was really intense. >> tara, what is happening out there now? t's very scary in sonoma county where the flash flood warning is in effect until 5:22 this morning. there is several spinouts reported by chp. really take it easy. especially around big rigs it takes longer for them to brake. let's take live pictures here. this is in pleasanton you can we have all lanes shout down. a big rig crashed spreading debris on the roadway. claudine wong will have an update at 5:30. we're also hearing reports of another big rig accident on this stretch near the altamont pass at the greenville exit.

it looks like a truck went down the embankment. this is a look at the bay bridge toll plaza. traffic flowing okay. we do have very wet conditions and a high wind advisory in effect on the span. highway 4 through bay point your commute is looking pretty good. again we do have a lot of spotty flooding that is up in marin county. we also have a lot of reports up in sonoma county as well as through the walnut creek area we have some flooding large puddles in that area off of 680. definitely be careful. here's steve. tara, thank you. our system has arrived and it's moving. the cloud cover is not. it's just we're painted. the main ban is going through. not before 4-6 inches of rain fell. had reports in cazadero and

minute see -- minute see that county. some of that activity has pushed off east. this is closer to the sacramento radar. but nothing too outrageous. there is plenty of rain around. also 680 i'll tell you. never happier to get into the caldecott tunnel this morning. it was unbelievable. but then came through and it wasn't that bad. things have it will up here. so watch out on 880 over the bay bridge maybe over the san mateo bridge. back over there is a pretty good ban coming on shore along highway 1 between half-moon bay. over toward woodside as well. you can see look at that enhancement on highway 1. be careful. some of that head into the santa cruz mountains.

welcome back to the ktvu channel 2 morning news. president of oakland's police union faces questioning after a comment about the department leadership. according to the mercury news barry was contacted by the department of internal affairs

after an article ran about officers being victims of dishonest arbitrations. he claims his statement never touched on that. he is embarrassed and disappointed at himself over his use of a county issued credit card. in an e-mail he took responsible for thousands of dollars charged to the card. he says he used the credit card but he repaid the money with a personal check. he criticized the media for reporting this as regular lavish meals with staff. today we may find out if same sex couples here in california will once again be able to get married legally. ktvu alison burns in our washington, d.c. newsroom to tell us what is at stake at the u.s. supreme court. >> reporter: some people are calling this one of the most significant issues ever before

the court. can the government prohibit people from getting married? the justices will meet behind closed doors today to decide if they will take up several challenges to gay marriage laws including california's ban on gay marriage proposition eight. same sex marriage supporters many of them are hoping court will let a lower court decision stand that overturned prop 8. san francisco city attorney dennis tells us if that happens couples could marry almost immediately. >> we want to be prepared if marriages do start to number one have staff on hand to perform marriages because there could be crowds. and number two from public safety per speck tiff. >> the justices will also announce if they will consider whether same sex marriage deserves equal treatment under federal law and if the governments defense of marriage act that defines marriage is between one man and one woman is constitutional. reporting live from washington, d.c. alison burns ktvu channel

2 news. san francisco officials have asked the ninth circuit court of appeals to give them 24 hours notice before lifting its stay on same sex marriage. that is so the city's clerk office could get ready for a rush of same sex couples wanting to get married. there are plans for a big celebration in the castro district monday night if same sex marriage becomes legal again here in california. we are now hearing from alex smith after collin was named the 49ers starter for sunday's game in st. louis. smith has been medically cleared to play since suffering a concussion more than two weeks ago. head coach jim harbaugh met with both men to discuss the decision. >> he explained where he was coming from. and felt like it was a difficult situation. but wanted to two in this direction. >> smith was playing some of the best football when he was hurt. he still leads the league in pass completion percentage. he will be ready to make the

most of his next opportunity to play. smith's replacement is the subject of a controversial article but does not have anything to do with collin's it sports writer. time now 5:17. traffic, weather big today. tara what do you see now? >> it is easing up in sonoma county. that flash flood warning isment cooing to an end. that is the good news. we still have a lot of problems let's take look our maps right now. i can show you. we have that big rig accident that claudine wong has been at all morning long. look at this. all these accidents here. highway 4 eastbound at railroad accident. we have another one 242 north, highway 4. we have strong wind advisory at the benicia bridge and carquinez bridge. now if we take a live look at 580 westbound in pleasanton, we still have all lanes shut down.

a big rig crashed spreading debris on the roadway. claudine wong will have an update at 5:30. also hearing reports of another big rig crash that went down the embankment. just near the altamont pass. we will keep an eye on that for you. at the bay bridge toll plaza we have traffic going in very nicely into san francisco. people going a little slower than usual. we do have a high wind advisory also in effect for the bay bridge. here's steve. we have a little bit of good news. to the north things are lessening up a little bit. doesn't mean we are done. back over to the east bay. over to fremont union city. but there are some signs that things are lessening up a little bit. you can see here on the back edge of it and also into lake county things are quieting down. still pretty good rain as we talked about from antioch and highway 4. right over toward

orinda and moraga. that looks like it's pushing east. also into black hawk and wrapping back around from union city and fremont. back over toward redwood city and peninsula. and just off highway 1. the system is moving. it will head now from the peninsula south toward los altos into the santa cruz mountains and highway 9 and highway 17 and over toward san jose as well. things are moving south that is good. we're not done completely yet. there is still plenty upstream. that will give us a rainy day as we put that all into motion. see the cloud cover is not moving. it is being enhanced offshore. while the first strong band goes through that is good. it's not that we're done yet. it's still going to be moving in. some of the warnings and watches if we have a flash flood watch out. this will be updated. so if i was to say through monday morning and the rain is cranking up 50 miles an hour. sfo had a thunderstorm early

this morning. there is still a lot of potential here. we'll have more coming up including one more system which will be here on sunday. pam and dave. the major european markets are all upright now. small gains. overnight investors in asia boosted stock prices despite messages about the u.s. fiscal cliff deadlock. japan's nikkei gained slightly as a new report shows japan's production grew a bit in october. that was after a dismal september. checking in on our numbers our futures indicate across the board a slightly higher opening. that is after some small gains yesterday but you know analysts say we could test that 13,000 level for a little bit. the ceo of groupon will keep his job. the board of directors decided to get lett the groupon cofounder stay in the top job. some analysts questioned whether he has enough experience to run a company that grew so quickly. the stock has fallen more than

snowstorm used facebook to get rescued. jeff updated his status on wednesday saying he was stuck on cliffs in a white house. he posted a photo containing his gps coordinates which search and rescue crews used to find him. there is controversy over a 49er quarterback collin over his tattoos. he says quarterback is the ultimate position of influence and responsibility. but he compared collin to a prison inmate because of the tattoos that cover his arms. his parents told usa today they were bothered by the article and many of their son's tattoos are of bible verses. san francisco woman is wrapping up a five-month long cross country run raising money and awareness for lung cancer. 24-year-old kelsey harrison ran through marin county yesterday morning.

she left new york time square on july 30th. she started running 35 miles a day in memory of her friend. >> the run is in honor of my childhood friend julia who passed away from lung cancer right after we graduated from college. >> she was diagnosissed with stage four lung cancer while at uc berkeley. she was a nonsmoker. harrison is planning to cross the golden gate bridge and hug castillo's parents tomorrow the very date they would have celebrated their daughter's 25th birthday. outside lands music festival will return to golden gate park for the next eight years. they are considering a permit expansion that could bring in more money for the city. they would pay a half a million dollars to rent oat golden gate park for the three-day event. let's check in with tara. >> we have a report of several

rock slides in solano county at 80 westbound, west ted well road. and flooding at 101 southbound at the international airport onramp. now let's head out and take a look at 580 and pleasanton all westbound lanes still shut down near the bart station. and another big rig has gone down the embankment near the altamont pass. so we will bring you an update. we'll have more at 5:30. up next we have a look at the east shore freeway we can tell traffic is moving along fairly nicely. some areas are not that bad. others though you will definitely have to drive a little bit below the speed limit. here is steve. thank you. well good news is this ban is moving. unfortunately there is a lot upstream that still has to come through. you can see right there. a look back here to the west. it's still going to enhance the main ban is not moving. that will give us a very wet

welcome back to the ktvu channel 2 morning news it's friday, november 30th i'm pam cook. >> and i'm dave clark. we are on storm watch for you and a flash flood warning in sonoma county ended a couple minutes ago but flooding is possible all over the bay area. we are on storm watch. we have claudine wong with the very latest. there was a big rig crash in pleasanton. tara moriarty is in our traffic center. there are a list of traffic problems. but let's go first to meteorologist steve paulson. so what are we in for?

>> we're in for a lot of rain. the first strong band is moving. it's moving out of the area. watch to the left of your screen there is plenty offshore. cloud cover is not. we do have heavy rain along the peninsula and the east bay. heavy rainfall and flash flood watch is out. that will take us through this morning. be careful. there is some lesser amounts coming into the north but look at this around portola and valley wood side. things have picked up and over toward pleasanton and livermore. we'll take a closer look coming up. tara has updates on the road conditions. we do have a high wind advisory in effect for the bay bridge. but traffic slow floing well here at the bay bridge toll plaza. we also have a look at the san mateo bridge. traffic actually pretty good at this hour. i do want to mention 680 northbound in walnut creek. big rig crash caused a mess in

alameda county. claudine wong has more on the cleanup. >> reporter: it is wet and miserable out here. it looks like we do have good news. if you take a look behind me, you can see they are in the final stages of cleaning up this roadway after a big rig accident shut it down for hours. you can see the chp beginning to back up and moving some of the vehicles out of here. one of the trucks is a hazardous materials emergency truck. they were getting gas off the roadway because the engine block from the big rig involved left a mess on the freeway. let's show you what it looked like this morning just before 2:00 when all of this happened. the chp said the big rig driver was going abdomen 55 miles an hour when he hit a puddle and went sliding. and slid across all lanes of traffic. hit the k-rail. damaged the bart fence and then came to a stop. he was okay. >> no injuries to the party. significant damage to the big rig because it struck the

center k-rail. also caused damage to the bart fence. >> reporter: again let's take you back out live here. we can show you what has been happening ever since that happened just before 2:00 this morning. this is the traffic that is coming off 580 all westbound lanes are shut down. what they have done is divert traffic on to the 680 off ramp. this is where the interchange take place. the good news is that if you get off on this interchange, you can get back on to 580 right after this traffic and this effected area. so it's definitely slowing things down. people are still able to get westbound on 580. if we come back over here, you can see all the trucks beginning to clear up and clear out. they were hoping to get this all cleaned up and now you can see that sweeper truck making one last final run through. what they do not want is is for it to be any slippier.

we will get off the roadway get this backed open. get over to another accident we've been telling you about and check in with you a little bit later. live here along 580 in pleasanton claudine wong. time now 5:34. a couple hours earlier there was another crash on 580 in livermore involving a safeway truck. that happened around 11:00 last night near greenville road. the chp is investigating why that driver lost control and slid across all of the eastbound lanes. then the truck burst into flames. the lanes were shut down for ten minutes. the driver was taken to the hospital. he had minor injuries but no one else was hurt. some local school districts may cancel class today because of the storm and also because of the dangerous roads. santa rosa school district may close down individual or all of its schools today. they will check out all of the

schools and also the roads to make sure they are safe. any closure announcement should come by 7:00 this morning. now make sure you're watching us. stay tuned to ktvu and our channel 2 website ktvu.com to find out about school closures. if you have a flight out of sfo, you are being urged to check the status before head together airport. as of right now most flights seem to be on time there is few cancellations and delays listed on sfo's website. yesterday they issued an advisory due to a low cloud ceiling. some flights were delayed for three hours. some flights arriving at 3:00 this morning. more bad weather was expected today. that means more delays and cancellations are possible. down south mechanical problems left many passengers waiting in the dark. mechanical failure in the lighting is on one of the airports two runways failed. forcing several flights to be canceled. arriving flights were not

effected by the technical difficulty and able to land as usual. time now 5:36. storm preparations happening in the south bay as well. the pac 12 championship game is 12 hours from now. coming up at 5:45 how stanford stadium is being prepared. we will continue to track this big storm all morning ng. you can also get updates any time with storm tracker 2. you'll find it online, on your mobile device, or go through our apps as well. we continue to follow developing news from the south bay where a neighborhood is blocked off by police. ktvu janine de la vega is out there in the neighborhood with what she is learning about the investigation. janine. >> reporter: well, in the last few minutes this crime scene investigation trailer just pulled up to help aid in this investigation. now we are being kept quite a ways away from the actual crime scene. the road is being blocked off with the road here in the mills. we are being told the home they are investigating is a quarter

mile up the hill. now what we do know is that authorities say just before 2:00 a.m. a home invasion occurred on with the road. that area there is many multimillion dollar houses. it's a very affluent area. we also know that in this home invasion robbery we are told a woman was tied up. we aren't sure the condition of that woman. how many victims there are in this. multiple agency cities are help -- agencies are helping. sunnyvale police are helping. their canine units are helping. one of the challenges police might face here it is raining and it is very dark. and so we're hoping to get more information from police. we have made multiple calls to the police agency. back out here live they just let in another car we're not sure if that is a law enforcement unit. but again hoping to get more information from you. all we know home invasion

robbery. a woman was in the house and she was tied up. reporting live janine de la vega. later on today oakland police will tell us more about a missing autistic girl who has been found in san francisco. she disappeared on tuesday. the 16-year-old girl's father told us that investigators said his daughter was beaten and also sexually assaulted. now police say the girl walked away from the fred finch youth center on tuesday night. staff members told them they followed her for more than two miles but lost track of her near the fruitvale bart station. she was last seen at the bart station with a group of six men. he wants that youth center held accountable. so far oakland police haven't given us any information on the teenage girl's condition or how she ended up disappearing. right now it's 5:39. when i drove into work lights were out on the richmond san rafael bridge. made it pretty dangerous and

scary. now maybe the same thing at the bay bridge. >> that is right. the lights are out on the bridge. this came in from chp. you can see the only lights you are going to see are the headlights and taillights from cars. cal tran is on it. take it slowly. also i want to mention high wind advisory across the span. in lafayette highway 24 and 680 we have flooding. a lot of flooding up in the north bay in sonoma, santa rosa area. country roads have taken a beating from this storm. up next we have a look at our maps. you can see very busy up there in the antioch area and benicia. we have a strong wind advisory at the carquinez bridge. and a couple accidents there on highway 4 both northbound on 242 and also eastbound at the railroad avenue exit. here's steve. really heavy rain coming down around santa cruz mountains and santa cruz

proper. lighter amounts to north. the system is moving but there is so much upstream it will be a day where you get a lot of cloud cover and we get a lot of rain. last couple of hour, hour and a half things are lighting up. that is close to the radar sight. there have been bursts of really moderate to heavy rain. santa cruz is moving in. also over highway 17 back into san jose and over to the east bay as well. brentwood, antioch, east bay. and there has been moderate to heavy rain. pleasanton, sunol grade over into livermore as well. the system is moving that is the good news. there is wide spread rain from emeryville to hayward and fremont. you might want to wait this out. back into the mountains that is where the heavier focus will be. i've seen around 3-7. san jose over to evergreen, campbell, sunnyvale and heading down toward morganville. things are picking up around monterey highway.

this system is moving. right now the focus is to the santa cruz mountains and east bay and south bay. lighter amounts to the north. look at the cloud cover it's not moving and rain is. not only do we have a flash flood watch out that will be all morning long probably. wind advisory as well. there is another is in the pipeline. 5:41 is the time. it's one of the biggest bake sales ever and for a very unusual fundraiser. a new york city cop helps a homeless man who really needed help. this act of kindness has become a big hit on the internet. and here's a look at highway 21. you can see traffic there westbound slow beginning as you make your way toward the tunnel. we have a lot of trouble spots this morning. q

supreme court will decide if it will review california's proposition 8 which bans same sex marriage. now if the high court decides it will not take on the case, that will pave the way for same sex marriage to become legal again in california. new york city police officer is earning praise from around the world after he thought was a private gesture to a homeless man. officer lawrence says he saw the man sitting in time square asking for spare change. the police officer says his own feet were freezing even with socks and boots on and he was moved to act when he saw the man was barefoot. >> you can see the blisters from a distance. and as i said it was so cold that i knew i had to do something. >> he walked to a nearby shoe store bought socks and a pair of all weather boots he returned and put them on the homeless man. neither saw a tourist taking a photo of them with her cell phone. she posted on nypd facebook page where it has been

discovered and praised by nearly a half a million viewers. this morning president obama travels to a toy factory in pennsylvania to make another appeal for avoiding the year end fiscal cliff. he will make the case that congress needs to take action to stop taxes from going up on middle class consumers during the holiday season. republicans say they are not impressed with the president's latest proposal brought to capitol hill yesterday by treasury secretary timny geithner. the white house proposal contists of $1.6 trillion in higher taxes over ten years. the administration wants $50 billion for infrastructure spending in 2015. in return the president is offering to support an unspecified amount of spending cuts this year and legislation for saving up to $400 billion from programs such as medicare over a decade. 5:47. the great hostess bakery selloff can begin.

the judge approved to sell all of the hostessing a sets including baking plants, recipes, and trademarks. it also included $2 million in bonuses if they meet certain standards in the way they handle the liquidation. voters in richmond may have rejected a tax on soda but the battle isn't other bay area cities that are considering similar measures. mountain view police will release information on the alleged sexual assault on a 13- year-old girl. the girl knew the suspects and was drinking alcohol with them when the assault occurred. a 23-year-old man and two 17- year-old boys have been arrested in the case. the girl is at home recovering with her family. time now 5:47. back on our storm watch coverage. the field at stanford stadium is covered up with tarps this morning protecting it from all the rain ahead of tonight's pac

san jose my friend john said paulson it's pouring down here. and reports coming in from fremont. and back over toward the east bay. i know san roe moan, danville to black how long as well. and then coming out wide you can see a lot of that some of this rain will move south. it's moving. that is the good news. upstream there is so much more that has to come in. if you've got a little break up toward mendocino county and lake county, napa, and marin by the way there is 3-7 inches of rain up toward the russian river area. we'll have updates on warnings and watches and another system will be here on sunday. >> thank you, steve. 5:52 is the time right now.

well impressive ban moving through. in fact urban and small streams. about an inch of rain has fallen on santa cruz in the last hour. rain has let up but now it's starting to pick up a bit. the drakes bay oyster company permit to operate expires today. the u.s. interior secretary refused to extend the permit after visiting the area last week. the company had to shut down its orientations today and laying off all 30 employees. drakes bay oyster company must pull all of its personal property out by the end of february. owner says the entire state will feel the repercussions. >> this would be a crushing blow to seafood production in california. >> drakes bay produces 40% of the oysters for california. that likely will mean higher prices. no word yet what will happen to the eight million oysters that were growing at the facility.

more bay area cities are thinking about taxing soda. the city of richmond tried it first but voters rejected it. but now berkeley, vallejo, and alameda county all considering the same idea. the soda industry says that tax won't work because people will just go to a nearby city to buy their drinks without the tax. the $1 bill may soon disappear. congressional auditors want to get raid of the dollar bill entirely and replace them with $1 coins. that switch would save more than $4 billion over the next 30 years. the government is also looking at changing the metal competition of quarters, dimes, and nickels because of the rising costs of copper and nickel. we are getting closer to our 6:00 hour. that means it's probably getting more crowded out there. let's check in with tara. i can't even keep up with the amount of flooding and mud
